לכאורה יש כאן כפל הלשון במלים שונות, אך אפשר לתרצו כך: אני הייתי רב בשלוש קהילות, לינטשיץ, קעניגסבורג ובאקארעסט, ובידוע 'ציבור' ראשי תיבות צדיקים-בינוננים-ורשעים, בכל עיר יש בה ציבור, הכולל שלושה סוגים אלה, אלא שטיבם של אותם הערים משתנה לפי הערים השונות.
בלינשיטץ, קוראים צדיק ליהודי היושב כל היום בבית המדרש ועוסק בתורה ובתפילה, הבינוני מתפלל בבוקר במנין לאחר כך פורש לעסקיו וחוזר לפנות ערב לעיין בספר, והרשע אין בידו אלא תפילה בציבור ואינו נפנה כלל לתלמוד תורה.

Rav Tov was instrumental to the passing of the Jackson–Vanik amendment*, (bill) and to the newly given freedom (for all jews) to "emigrate to the country of his choice" (meaning, not direct to Israel only as "Agency Dictated"). that "accomplishment" was the mandate given to Rav Tov by its "founder".
Rav Tov was never organized, or competed with the great work of "chased l'avrohm" and others, to feed and shelter the needy.
