at first i though this statement was a contradictory because many Nusschaos Like chabad don't say "al hamilchamot". but then on the other hand this part could not be nussach chabad because it reads "al hanechamos" which we don’t say either!
Of course, when reading the tefilo we would verbalize the exclamation point as "NOT!"
