"boruch dayan emes" would mean "blessed is A true judge" (as in "any old true judge")
"boruch dayan hoemmes" means "blessed is THE True Judge (as in "The One")

The complete Broche is: BAHEMH Dayon HoEmes, so the shortened version would be HoEmes as well.
