Satmar Rov. He was Rov in Zenta, Yugoslavia prior to WW2, and in the Sigheter Shul in Boro Park until the passing of his uncle.

I never did get those rules right, they never taught it to us in my Boro Park Cheyder.
You remind me of a joke they used to make about the "MahaRas"h of Bobov (the second) - before he reached saint status and became beyond reproach - about how he was sitting with two other Rabbonim who were a discussion "in lernen", and his only comment on the whole sugya was: דאכט זיך מיר אז די היים פלעגט מען זאגען "ליחעאורה" נישט לכאורה", meaning the emphasis on the letter chof.
